City Man Charged With Animal Cruelty
Police arrested Jeffrey Duval on a warrant on Wednesday night for leaving his dog in a hot car in July.
A Portsmouth man who was involved in a hit and run was arrested on a warrant for animal cruelty at his home Wednesday night.
Jeffrey Duval, 31, of 8 Stonecroft Apts., Apt. 8, in Portsmouth was charged with that offense for leaving his dog in a locked car on July 22 near the Portsmouth Public Library. According to Portsmouth Police Sgt. Kuffer Kaltenborn, the temperature inside the vehicle was 97 degrees and the outside heat index was 105 degrees.
Kaltenborn said Duval did have the vehicle's windows down about four inches, but it wasn't enough to prevent the dog from becoming overheated.

Wednesday night's arrest occurred when police officers went to speak with Duval about a separate hit and run incident, which Duval reported. Upon arrival, police found the outstanding arrest warrant for Duval for animal cruelty stemming from the July incident and arrested him, according to Kaltenborn.
Duval was released on $500 personal recognizance bail and is scheduled to be arraigned in Portsmouth District Court on Nov. 7 at 8:30 p.m.
