Alleged Portsmouth Lottery Thief Busted

The following is from the Portsmouth Police Department:

The Portsmouth Police Department has been investigating a pattern of lottery ticket thefts on the Seacoast. One of those thefts occurred on December 27, 2013 at the Big Apple Store on Lafayette Road. In that case a male suspect fled with $400.00 in stolen lottery tickets which he subsequently redeemed for cash at a local Market Basket.

Other Seacoast towns have open investigations into the theft of lottery tickets as well. Surveillance photos have previously been released to the public in the hopes of obtaining help with identifying the suspect.

On December 31, 2013, the Police Department received a call from a Market Basket store clerk who believed that he spotted the suspect. The reporting person gave a description of the suspect and the vehicle that he was driving.

Shortly after receiving this call, Ofc. Michael Kotsonis spotted a vehicle and driver fitting the description in close proximity. Ofc. Garrett Drew, the lead investigator for the underlying theft cases also responded to the scene along with Ofc. Aaron Stacy. The male driver provided a false name to the police and claimed to have no driver’s license. Through on scene investigation he was subsequently identified correctly as:

​Saco, ME 04072
​White male, 5’09” 170lbs
Brown hair, blue eyes

A check of Mr. Glavin’s license status showed his license to be under suspension. He was arrested for Operating After Suspension and Disobeying a Police Officer for providing a false name. His vehicle was seized at the scene.

After his arrest for the motor vehicle offenses, subsequent investigation provided probable cause to charge the driver with the lottery ticket theft on December 27th at the Big Apple. He was charged with one count of Theft, a class A misdemeanor in addition to the motor vehicle charges.

Seacoast police departments continue to investigate other similar lottery ticket thefts and request the public’s assistance. Anyone with information regarding these thefts, or information on Mr. Glavin are asked to contact the Portsmouth Police or Crime Stoppers.

Mr. Glavin was sent to the Rockingham County Jail on New Years Eve where he remains held on $10,000.00 cash bail. He is scheduled for arraignment on Thursday January 2nd.
