Portsmouth Man Indicted in Child Sex Assault Case

Several other people indicted for drug sales in Portsmouth this spring.

A Portsmouth man was indicted by a Rockingham County Grand Jury for sexually assaulting a juvenile victim over a four-year period, according to court documents.

James Tomkinson, 44, of 402 Springbrook Road in Portsmouth, was indicted for aggravated felonious sexual assault in Greenland that allegedly occurred between Dec. 1, 2006 and Oct. 29, 2010 that allegedly involved a child.

The following other people were indicted by the Rockingham County Grand Jury in August. An indictment is not an indication of guilt, but means that there is sufficient evidence to warrant a trial in superior court.

  • John Barron, 46, of 57McShane Ave. in Greenland was indicted for two Class B felonies of possession of a controlled drug with intent to distribute and possession of a controlled drug. According to court documents, Barron allegedly tried to sell cocaine in Portsmouth on May 26.
  • Ras Bucklin, 37, of 104 Whitehall Road, Apt. B2A4 in Amesbury, Mass., was indicted for a Class B felony of attempted burglary, two Class A felonies of aggravated felonious sexual assault, two Class A misdemeanors of simple assault, and a Class A misdemeanor of theft by unauthorized taking on July 19 in Seabrook.
  • Nathan Burditt, 25, of 818 Clay St. in Manchester was indicted for a Class A misdemeanor of theft by unauthorized taking. According to court documents, Burditt allegedly stole integrated circuits, gold bare boards and copper from Sea View Technologies in Exeter on May 22 that were valued at more than $1,000.

  • Stephen Elliott, 40, of 39 Peaceful Circle in Farmington was indicted for operating after being deemed a habitual offender, disobeying a police officer, and transporting alcoholic beverages in Portsmouth. According to court documents, Elliott allegedly committed these offenses on April 24 on Lafayette Road.
  • Theodore Hurdle, 23, of 1195 Union St. in Bangor, Maine, was indicted for a Class A felony of second-degree assault and resisting arrest or detention in Exeter. According to court documents, Hurdle allegedly committed these offenses on March 6.
  • Ryan R. Kelley, 19, of 340 Lafayette Road, Apt. 402, in Hampton was indicted for burglary. According to court documents, Kelley allegedly committed this offense in Hampton on February 28.
  • Brian Maguire, 24, of 99 North Road in Brentwood (Rockingham County House of Corrections), was indicted for possession of a controlled drug with intent to sell, a Class B felony. According to court documents, Maguire allegedly tried to sell heroin in Hampton on May 17.
  • Matthew M. Mondor, Jr., 19, of 33 Weald Road in Portsmouth was indicted for two counts of receiving stolen property, resisting arrest or detention, criminal mischief and breach or bail conditions. According to court documents, Mondor allegedly committed these offenses while out on bail on June 3 in Portsmouth.
  • Gary S. Murray, 61, of 25 Weald Road in Portsmouth was indicted for sale of a controlled drug in Portsmouth. According to court documents, Murray allegedly sold heroin to an undercover Portsmouth Police officer on May 16.
  • Jacob Penney, 18, of 5 Walnut Ave. in North Hampton was indicted for burglary in Hampton. According to court documents, Penney allegedly committed this offense on Feb. 28.
  • Susan Pignato, 50, of 1 Linden Fields in Exeter was indicted for obtaining controlled drug by fraud or deceit. According to court documents, Pignato allegedly obtained the drug Bibutal (Fiorcet) by consulting with multiple physicians for treatment and obtaining multiple prescriptions.
  • Cindy Sheppard, 47, of 51 Ocean Blvd., Apt. 5 in Hampton was indicted for indicted for seven counts of possession of a controlled drug in Hampton on June 4 for allegedly possession heroin, crack cocaine, oxycodone, marijuana, methylone and diazepam.
  • Delanae Sykes, 31, of Rockingham County House of Corrections in Brentwood was indicted for sale of a controlled drug in Portsmouth after she allegedly sold some heroin on May 7.
  • Billy J. Silvia, 26, of 14 Morning St. in Somersworth was indicted for possession of a controlled drug for allegedly having the drug crystal methamphetamine and driving after revocation or suspension in Exeter on Aug. 8, 2012.
  • Gregory Watson, 45, of Rockingham County House of Corrections in Brentwood was indicted for sale of a controlled drug in Portsmouth on May 10 after he allegedly sold heroin to an undercover operative working with the Portsmouth Police Department.
