City Council OKs Form-Based Zoning

The so-called character-based zoning could be adopted for a couple other parts of Portsmouth.

The Portsmouth City Council voted to adopt a form-based zoning plan for the downtown area April 21 as a standard to help ensure development in the city center fits in with its historic nature.

Form-based zoning, aka "character-based zoning," becomes a new article in the city's zoning ordinance.

It is also – as the council debate Monday night indicated – a zoning tool that will be further discussed and likely applied to other a couple of other parts of Portsmouth in the near future. The subject is part and parcel of the ongoing dialogue in Portsmouth over growth and sustainability.

The council moved April 21 to authorize a study of three areas of the city for possible addition to form-based zoning.
